RAKESH RANJAN
PRINCIPAL
PREAMBLE
As part of globalization, the economic reform packages were introduced
in India in the beginning of 1991. These reform packages imposed a
heavy compression on the public budgets on education sector, more
specifically so on higher education. Following the introduction of
structural adjustment policies, that include macro economic stabilization
and adjustment, a fiscal squeeze is experienced in all social sector
investments. This has trickled down to public expenditure on education
in general, and higher education in particular. With economic reforms,
cuts in public budgets for higher education have been very steep,
severely impairing the growth of higher education.
Paradoxically, under the reforming economic conditions, integration
of the Indian economy with world economy presupposes efficiency and
competitiveness in the domestic front as well as in the international
arena and the key to this is healthy growth in higher technical education
with wide accessibility and affordability.
Realizing this, the vision document 2004 of Govt of India envisages
• De-bureaucratizing the administration of our educational institutions;
• Autonomy to centers of excellence;
• Empowering teachers;
• Making quality education affordable to a common Indian family.
• No student should be deprived of access to higher education for
lack of resources. Hence, scholarship and soft loans should be made
widely available.
Providing equitable opportunities to all and promote social justice
is also enshrined in the directive principles of the constitution.
ITM - A FRONTRUNNER IN FULFILLING ITS SOCIAL RESPONSIBILITY TOO
With declining public expenditure on higher education and with 80%
of higher technical education being in self financed sector, the private
engineering institutions need to be closely involved in realizing
this national vision. It is necessary to provide freeships and scholarships
to economically weaker and deprived students to provide equitable
opportunities for education to them as well. ITM, who has established
itself as an institute of excellence in professional education and
is known for its innovative spirit, has taken one more initiative
for implementing these national goals in true spirit. A firm believer
in the dictum “Give to society more than what you take from it” and
inline with the enunciation of Supreme Court and fee committee decisions,
ITM has applied the principle of using the excess funds generated
from NRI seats and 10% additional seats for benefiting students such
as girl students, students from economically weaker sections of society
and students from rural and disadvantaged sections of society, to
promote wider affordability.
A number of scholarship schemes offering full and partial tuition
fee waivers have been started in year (2006-07 and 2007-2008) with
the corpus from excess fee colleted from NRI admitted students and
10% extra seats.
THE SCHOLARSHIP SCHEMES AT ITM
ITM gets students of high academic caliber from various cross sections
of society and an effort has been made to include a broad spectrum
of economically and socially disadvantaged students under our scholarship
schemes. The various scholarship schemes available this year (2007-08)
are:
Scheme-I
This scheme is in pursuance of our commitment to help needy students
and in accordance with the Hon’ble Supreme Court judgment / State
Fee Committee decision for awarding scholarships to benefit disadvantaged
sections of society from the excess fee collected from the NRI admitted
candidates. The scheme, which was launched last year is available
this year (2007-08) also. The details of the scheme and the categories
for which it is applicable is given at Annexure-I.
Scheme-II
This scheme is being started from this year as per guidelines given
by the Education Dept., Govt. of Haryana and AICTE, with the funds
collected through 10% extra seats. Under this scheme, a number of
full tuition fee waiver scholarships are available to women, economically
weaker and physically handicapped students. Details of this scheme
are available at Annexure-II.
Scheme-III
With a view to recognize and reward merit, it is proposed to institute
merit scholarships from this year (2007-08) in all branches of engineering
being run at ITM. Based on the merit position in the class, the scholarship
carries a fixed cash amount. The details of the scheme are given at
Annexure-III.
Scheme-IV
The main objective of this scheme is to promote use of modern learning
aids like laptop among MBA/M.Tech students, who come from non-computer
background and may not be computer savvy. Computer usage is essential
to all learning processes today because it provides a very powerful
means for access to all relevant information instantly and very conveniently.
It has therefore become an indispensable tool for all the students
going for higher education.
ITM is always striving to promote excellence in the teaching learning
process across all disciplines including MBA/M.Tech and proposes to
introduce a scholarship scheme for facilitating purchase of laptops
by economically weaker students, whose parents income is less than
2.5 lacs P.A. Through this scheme it is proposed to subsidize the
purchase of laptop for the students.
The salient features of the scheme are as follows:
Students will pay upfront Rs. 10,000/- who wish to purchase the laptop.
Rs, 10,000 will be paid by the student in 6 to 12 EMI’s by taking
overdraft from Syndicate Bank, ITM Branch.
For facilitating payment of EMI, arrangements have been made with
Syndicate Bank, ITM, which will extend a overdraft facility to the
extent of EMI’s payment to all the students. For availing the overdraft
facility, necessary formalities of Bank will have to be completed
by the students and parents.
Balance cost of the laptop will be paid by ITM vide scholarship scheme
to purchase laptop for students belonging to economically weaker section
of the society.
Interested student may apply in the prescribed form to Principal,
ITM by 22nd October 2007.
FULL TRANSPARENCY IN IMPLEMENTATION OF THE SCHEME
Transparency in governance is the hallmark at ITM and the same philosophy
is extended in implementation of this scholarship scheme. Clear and
precise eligibility criteria have been laid down for each of the above
scheme (Annexure-I, II and III). The schemes have been well publicized
amongst the students through notice boards, websites, classroom announcements
and other formal and informal channels. A facilitator has been appointed
to provide all relevant information regarding the scheme to desiring
students and guide them in filling up the forms correctly and in time.
An empowered committee comprising of the Management, Principal and
Dean has been constituted to recommend all eligible cases. A special
feature of the decision process is the one to one interaction with
the parents to fully understand the gravity of their problems.
A grievance redressal cell headed by Principal will look into any
issues brought up by students in award of scholarships.
With these steps and within the corpus availability, it is expected
to extend this benefit to the neediest students at ITM.
